MSBWX General Weather Observations: Cool, warm to very hot conditions expected today over parts of SA. Thunderstorms and rain showers can be expected in parts of  Gauteng, Mpumalanga, Limpopo, North West, Free State, Northern Cape, Western Cape and Kwazulu Natal.   Drizzle can be expected on the escarpment of Mpumalanga and Limpopo provinces in the moring and evening.

Fire teams responded early this morning to a fire call due to a flare-up of the Signal Hill fire in Cape Town.   Firefighters were hard at work throughout the night to extinguish the fire. 


On a sad note: Condolences to the family and friends of Andrew Jantjies of Fish Hoek Disaster Management Volunteer Crops who died at the Kommetjie fire. Jantjies, an attorney by profession, was a member of the Fish Hoek Disaster Management Volunteer Corps for seven years and skilled in firefighting, first-aid and traffic control. He is survived by his wife and three children.

Eden and George reveal fire hazard plan

Eden District Municipality's fire brigade and Working for Fire members conducting a controlled fire.The public has been asked to be patient and endure the smoke when controlled fires take place, as this will be good for the long-term.

GEORGE NEWS - George Municipality and the Eden District Municipality confirmed in a joint statement, issued on Tuesday, that a wildfire Disaster Risk Reduction (DRR) plan for the whole of George is in place following a risk assessment report tabled earlier in 2014. "The implementation of this wildfire DRR plan in terms of creating fire breaks and controlled block burns has not been completed due to adverse weather conditions - George has had 67mm of rainfall over the past month. However, as a correction to the article placed in last week's George Herald, the two authorities would like to advise that there is full commitment from both the local and the district authorities to assist with the implementation of the plan." The local authorities' statement was issued in reaction to a report in the George Herald war-ning of the fire hazard that currently exists on the borders of George.

 The statement further reads:

 "The safety of the citizens of George is paramount and, despite capacity and budgetary constraints, the good working relations established with the signing of a memorandum of understanding between George Municipality and Eden District Municipality several years ago will be continued. "Should adverse weather conditions hamper the continued implementation of the wildfire DRR plan, particularly prior to the festive season, work will continue in early 2015. Controlled block burns are generally burnt in small blocks, not only to make the fire more controllable, but also to curtail the side-effects of smoke on those suffering with lung and asthmatic conditions. "CapeNature, who has indicated that the months of November and February are generally the best months to implement controlled block burns, has assisted Eden District Municipality over the past few months with the clearing of approximately 10km of firebreaks along the Outeniqua Mountains. Such cooperation between the local authorities remains a key factor in ensuring the safety of George."


Edens District Municipality's Manager of Emergency Services Gerhard Otto confirmed in a joint statement that areas near the borders of Heatherlands and Denneoord are to be tackled in controlled fires to rid the area of invasive alien plant infestation.

Southern Cape: Drought predicted for Eden

KNYSNA NEWS FLASH - The manager of Eden Disaster Management, Gerhard Otto, issued a serious warning that the entire Eden District, including Knysna and surrounds, is entering a predicted drought period of 18 months. According to Otto, the South African Weather Service predicts much lower than normal rainfall in the area for the next 18 months. He warned that this will also result in greater risk of fire and urged people to be extra careful when making fires. "We have already notified all the municipalities within the Eden District and they now have to put disaster management plans in place."  - Knysna Plett Herald

SA quake severely dangerous - US Geological Survey

Johannesburg - The US Geological Survey said on its website "Earthquake report.com" that the earthquake experienced in South Africa on Tuesday was felt as far off as Botswana.

One person has been reported dead in a 5.3 magnitude earthquake which struck six kilometres east of Orkney in the North West shortly after midday.

"This earthquake is severely dangerous because the epicentre is located right below Orkney and Klerksdorp," it said.

It reported that severe shaking was felt in Klerksdorp and there was an unconfirmed report of a building that had collapsed, where people were trapped.

Another report on the website said a school building in Klerksdorp shook so badly that pupils were thrown off balance.

"Our school has three storeys and I was in the middle when it shook. We dove for the door along with our geography teacher and we were told to evacuate the building," said a pupil on the website.

"We are on the football field, damage [was] done to multiple classrooms."

Another person on the website reported that two children were injured at an Orkney mine, and that buildings were damaged.

The Council for Geosciences could not immediately be reached for comment.

Fatality

Earlier, ER24 confirmed that one person was reported dead following the quake.

"A 31-year-old man was found deceased in an old mining village in Orkney, in the North West," said ER24 spokesperson Luyanda Majija.

"He was found lying under some debris."

Emergency workers were at the mining village, searching for mineworkers presumed to be trapped in 11 shafts. Majija could not immediately confirm the name of the mine.

The tremors were felt in various parts of the country, shaking buildings, rattling windows and resulting in building evacuations.

People immediately took to social media to report it.

"Who else just felt the earthquake. That was a crazy... tremor," said Johannesburg resident Adrian Patrick on Facebook.

"Here in Durban too," responded Byron David.

Evacuated 

Citizens from Johannesburg to KwaZulu-Natal, North West, and Cape Town reported feeling the quake.
Sapa's reporter in Durban said people in the 32-storey Durban Bay House, one of the tallest buildings in the city, were evacuated.

Hundreds of people were milling around Anton Lembede Street where the building is located in the city centre.

"I felt it. I thought I was going mad. I stood up and saw my colleagues rushing out," said Lungelo Xaba, who works on 17th floor of the building.

Johannesburg emergency services spokesperson Robert Mulaudzi said the tremor was felt in most parts of the city.

"The city has not received any reports of injuries, or collapsed building. However we will be monitoring the situation."

Engineering geologist Oliver Barker told eNCA that it was an earthquake, and went into details about the history of earthquakes on the sub-continent.

George: Witfontein 'a disaster waiting to happen'

GEORGE NEWS - "The Witfontein Forest, in its current degraded state, is posing a fire hazard and is a disaster waiting to happen."

So said Patch Bonkemeyer, CEO of Cape Pine, on Friday during an interview with the George Herald. He added, "The Department of Environmental Affairs (DEA) was quite right in warning the Department of Agriculture, Fo-restry and Fisheries (DAFF) to get their house in order, and to immediately start maintaining fire breaks and prune their pine plantations."

Runaway fires
Industry players and the Eden Disaster Management recently issued similar warnings about the fire hazard situation. What makes the situation so precarious is that this state owned forest is situated right on the borders of George, and the annual warm August 'berg winds' can fuel runaway fires.

In 2005 Eden Disaster Management's fire crew had to fight a desperate battle to keep the flames from engulfing the northern and eastern suburbs of George.

Bonkemeyer was reacting to a report in last week's issue of the George Herald in which the repercussions of ignoring the degraded state of Witfontein was printed. The report highlighted a directive issued to the DAFF by Ishaam Abader, the environmental management inspector of the DEA, on 26 June stating that the failure to halt alien infestation at Witfontein has further aggravated the fuel loading.

"It would appear that the DAFF is in non-compliance with the provision of the National Environmental Management Act (Nema) in that there is a failure to prune or thin the plantation thus presenting a significant fire risk, especially considering the amount of dead undergrowth." Abader warned that the necessary 'enforcement actions' would be taken if the directive is not adhered to.

Mismanagement

But the state of dereliction at Witfontein, as spelt out by Abader, (the fuel loading and inaccessibility 'presents a clear hazard to the safety of the inhabitants of George and surroundings') is not the only crisis. Bonkemeyer sketched a grave situation about the economic effect of the absence of managing the local state forest. "The 360ha Witfontein Forest is on the brink of becoming totally unviable as a commercial forest."

When the Western Cape Regional Manager Susan Steyn and her head, Cyril Ndou, the DAFF director of forest management in Pretoria, were contacted by the George Herald for a response they stated that the directive had not reached them. The deputy director, Dr Nthabiseng Motete, was not available for a comment a week ago. Bonkemeyer said he wants to emphasise that Steyn and Ndou are both of good will, but they just don't have the resources to properly manage the forests.

Sound

In closing, Bonkemeyer said, "Make no mistake. I came here to put Cape Pine on a sound financial footing and it certainly is. We have contracts with Tsitsikamma to keep the sawmill going and have tendered for more contracts upcountry." Bonkemeyer and his wife are returning to Washington to be with their children. A successor has not been named yet.

22 000 ha lie fallow

In a George Herald report last April the DAFF announced it was determining a strategy to re-commission forestry in a competitive and sustainable manner in the Boland and George areas. It would now seem that the 22 000ha in those two areas have continued to lie fallow.

Cape Pine, which is majority owned by a US based investment firm Global Environment Fund (GEF) (formerly Safcol and MTO), has been managing the Southern and Eastern Cape plantations (excluding the Witfontein areas, in accordance) with a lease agreement with the DAFF. The Outeniqua plantation stretches from Garcia plantation near Riversdale to Kruisfontein in Knysna where Pinus radiata and Pinus elliotti pine trees species are grown on rotation. The George Sawmill is the primary mill serving this area where wood destined for the building trade and furniture industry is processed.

MSBWX + SAWXREP COMMENT:  It all depends on whether the Social Media (Internet + Cellphones) are up and running during an emergency or disaster.  However with many relief organizations and first time emergency response officials using Intranet or  Broadband - Hamnet an alternative is available during emergencies or disasters irrespective if the Internet or cellphones are up and running. It is my personal opinion that Social Media are the most valuable tool today available during emergencies or disasters.

Eden firefighters show rest of SA how it's done

Two Western Cape firefighters have been crowned South Africa's "Toughest Firefighters Alive" following a gruelling competition at the weekend.

 Miranda Fourie, 33, dazzled in the female category while Emile Conrad, 29, was the top male. Both are employed by the Eden Municipality in George.

They beat 130 contestants from across the country who battled it out during a two-day competition at the Good Hope Centre, in Cape Town, on Friday and Saturday. They had to complete four arduous tasks, including dragging an 80kg dummy and scaling a staircase of 300 steps while wearing full fire-fighting gear. They also carried two 4.6m ladders and pulled 80m of hosepipe.

Conrad finished his tasks in seven minutes and 54 seconds while Fourie completed hers in 15min 18sec. Competitors came from Midvaal in Gauteng, eThekwini in KwaZulu-Natal, Mangaung in the Free State and Buffalo City in Eastern Cape.

Fourie said she had been training for more than a year and was happy her efforts had paid off. Said Fourie: "The women from Durban were very strong but I made it through, thanks to my training. I am going to start [ training] now for next year." Conrad said: "We put in a lot of hard work and it is awesome to see the results.

I will definitely do it again. It is a morale booster." Each received a gold medal and R5000. Mark Smith, the event coordinator, said 130 competitors took part, 10 of them women. He said like the World Firefighter Games, the competition promoted firefighters' health and fitness. "People don't fully understand what we do, so this is one way to educate them. Firefighting is an important career. We save lives and protect property," he said.

SPECIAL WEATHER ADVISORIES ISSUED BY SAWS: Valid for the 2nd of June 2014

An intense cold front is expected to affect the Western Cape as well as the
western and central parts of the Northern Cape from Tuesday night through to
Thursday, then the central, northern and eastern parts of RSA from Thursday
through to Saturday.

Below are suggested strategies during cold weather conditions

When temperatures plunge below zero, livestock producers need to give extra
attention to their animals. Prevention is the key to dealing with
hypothermia, and other cold weather injuries in livestock.

What to do when cold/snowfall conditions are forecast

Protecting livestock from cold weather/ snowfalls conditions
*         Please take the extra care to provide for your livestock during
cold periods.
*         Management of the livestock environment- move all livestock to the
safe area. e.g. warm place,
*         It is very important that livestock be provided extra
hay/forage/feed to double the calories for normal body heat maintenance in
extreme cold conditions.
*         Do not shear the Angora goat. Also, take extra time to observe
livestock, looking for early signs of disease and injury.
*         Severe cold-weather injuries or death primarily occur in the very
young or in animals that are already debilitated. Cases of cold
weather-related sudden death in calves often result when livestock are
suffering from undetected infection, particularly pneumonia. Sudden,
unexplained livestock deaths and illnesses should be investigated quickly so
that a cause can be identified and steps can be taken to protect remaining
animals.
*         Special attention should be paid to very young and old animals.
They may be less able to tolerate temperature extremes and have weaker
immune systems.

Protecting plants from cold weather/ snowfalls
*         Protect plants by  covering with paper or cloth  over framework
around tree or use mulching
*         Wrapping trunks of frost sensitive trees eg. citrus
*         Watering during cold stages (drip irrigate/apply just a trickle at
base of tree)
*         Increase air circulation

Following are a number of concerns and recommendations
*         Our animals, probably do not have an adequate cold coat for
protection in these very low temperatures.
*         Hypothermia and dehydration are the two most probable
life-threatening conditions for animals in cold weather, wet conditions and
wind-chill add greatly to the cold-stress for animals.
*         Livestock should be provided with wind-break and roof shelter, and
monitored for signs of discomfort (extensive shivering, weakness, lethargy,
etc.)
*         It is critical that animals have access to drinking water.  Usual
water sources may freeze solid in low temperatures and dehydration becomes a
life-threatening factor.  Many  animals, especially the young, may not know
how or be unable to break several inches of ice to reach water.  In general,
animals tend to drink less in extreme cold, risking dehydration.
*          Adding a warm sloppy bran mash, sloppy moistened beet pulp or
soaking pelleted feed in warm water is a good way to add water to livestock.
*         Select frost tolerant plants over frost prone areas.
*         Place cold sensitive plants in protected locations - northern
exposures, full sun or lock walls.
*         Do not prune cold-damaged plants until they begin growing in
spring.

The effects of severe weather are felt every year by many South Africans. To obtain real time weather information, the @SAWXREP was established 1 April 2014 on Twitter.   Volunteers (members of the public, radio amateurs and the Media) help keep their local communities safe and informed by providing timely and accurate reports, images, photos and real time observation information of severe weather or disasters to SAWXREP.  The public is requested to provide vital real time weather observations in their area. SAWXREP is a non-profit organization that renders a FREE COMMUNITY-BASED SERVICE.

Erratic SA weather patterns highlight need for effective business risk planning

The city of Johannesburg came to a standstill as a result of the heavy rain experienced in the region at the beginning of March, more than double the usual average for the month in less than two weeks. According to John Kerby, Corporate Accounts Director at RBS, these erratic weather patterns highlight the need for businesses across the country to implement stringent risk management policies, as it seems that traditional seasonal weather patterns are no longer dependable.

Kerby says that many business owners suffered millions of Rands worth of loss as a result of damage to property, loss of income due to business interruption and vehicle and fleet damage. “Should these businesses not have the correct cover in place it is unlikely that they are able to survive these losses.

“The recent unexpected and extreme weather patterns also highlighted the range of risks businesses are exposed to daily. These risks are extremely diverse and specialised, depending on the sector in which a business operates in. Such incidences have resulted in the term ‘risk management’ taking on a significantly new level of importance, especially as the country continues to witness changing weather patterns.”

He says as businesses in the Western Cape will soon face the usual extreme winter conditions, it is of utmost importance for businesses in the area to review insurance and risk management policies, in order to avoid the extreme losses that their counterparts in Gauteng recently encountered.

Kerby explains that there are some instances that a business is unable to manage or predict the risks over a period of time and this then calls for the business to cover every possible eventuality, which includes considering the focus and depth of the cover needed.

As an example, Kerby points to a recent announcement by Sun International during this period that due to the on-going rain and flash floods experienced at Sun City, the Gary Player Country Club, as well as the Lost City Golf Course were to remain closed for seven days due to extensive structural damage to both courses.

“In the case of a golf course, a loss of revenue would be experienced from having to both refund players for games booked that week, as well as not being able to accept new business. There could also be knock-on losses for associated facilities, such as for the establishment’s accommodation and food and beverage departments as a result of this occurrence. The establishment would also face the cost of having to repair property damage sustained by the weather.

Kerby says regardless of the business’s field, poor risk management policies may leave an organisation vulnerable to major long-term setbacks, or even worse, insolvency and bankruptcy. “Incorrectly structured policies and incorrect business interruption calculations could mean the business is underinsured, so it is advised that businesses consult an expert when putting these policies in place.

He says that while a business may manage to survive an initial loss as a result of business interruption, continued loss of revenue from the second, or perhaps third interruption could be detrimental to revenues. “It is crucial that the correct policies are put in place by businesses, regardless of the sector they operate in or size of business, and that the correct calculations are done in terms of depth and focus to ensure that the business is sufficiently covered,” concludes Kerby.

George/Wilderness: Breaching of theTouw River

SOUTHERN CAPE NEWS - The Touw River was breached on Wednesday, the 23rd of April, at 2,18 meters to prevent flooding.

SANParks Senior Section Ranger for the Wilderness Section of the Garden Route National Park (GRNP), Nellie Grootendorst, says on Wednesday morning, a weather warning from the Eden District Municipality had predicted 50mm of rain for Tuesday and Wednesday.

‘On Wednesday morning, we noticed that rainfall was around the 50mm mark’ says Grootendorst. ‘This prompted our team of rangers to keep checking the measuring plate every 30 minutes.’

When it reached the 2 meter mark, at about 12:45pm, the water was pushed and ran over to sea. ‘If the water had failed to do this, SANParks was ready to use the bulldozer.’

Artificial breaching of the sandbars at the Touw River and Swartriver estuary mouths is done primarily to prevent flooding of neighbouring properties along the River. The open/ closed conditions of the estuary are often cited as one of several environmental factors to influence the abundance of marine fish in estuaries.

The set standards for breaching are 2 meters above mean sea level (amsl) for Swartvlei and between 2,1 and 2,4 meters for the Touw River.

Power Outages - Blackouts in Mossel Bay. No problem at all? Just be prepaired!

During the recent power outage in Mossel Bay I used a gas cooker, a wood fire, and my rocket stove to make a nice cup of coffee, breakfast, lunch or supper.  With a power inverter I could run my internet, laptop or any other electrical appliance in the house at the same time.  However I was looking for a cheap alternative method to cook food or water.   I hear you say big deal so what is your point?

Yes, we can setup alternative means of power sources to cope with power outages but while having a nice cup-e the thought came to mind to construct the most cheapest, economical and environmental means to cook water or food.

It was time to go back to my childhood days.  When I was a youngster I was given a small alcohol stove by my aunt who was at the time already deep in her 80's.  I would then lite this little stove and enjoy watching it burn.  We would many a time make a cup of coffee on the "stoep" with this little genie stove.  I preserved this little stove for many years and I still have the stove. The sad part is that rust moved in on this stove.  Herewith photos of the genie stove now over a 100 years old.

I pondered on the idea and decided to build a little alcohol stove to use when going camping, in emergency situations, when power outages occur or just for the fun thereof.  The aim of the project was to build a small mobile stove for not more than R10.00 or if possible for mahala (free).

I am not going to go into detail here how I constructed this stove as the Internet literally have hundreds of ideas on how to build an alcohol stove.  Here are a few photos of the stove and accessories that I build in about 3 hours.







Finally:  I already made coffee, scrambled eggs, bacon and sausage in a pan on this little marvel at a fraction of the cost that a gas stove would cost. It is furthermore a clean burning stove that is easy to carry around and I can literally use it anywhere at any time of day.  I say bring on power outages anytime.  It is great to be prepared and to enjoy a cup-e coffee anywhere/anytime.

I am currently experimenting with other alcohol stove designs and will post the results images and videos as I construct them and test their effectiveness.

Europe launches satellite to monitor environment, disasters

Europe on Thursday launched the first in a constellation of hi-tech satellites designed to monitor Earth for climate change and environmental damage and help disaster relief operations. Sentinel-1A, a satellite designed to scan the Earth with cloud-penetrating radar, lifted off at 2102 GMT aboard a Soyuz rocket from Kourou, French Guiana, the European Space Agency (ESA) said.

The 2.2-tonne satellite is the first of half a dozen orbital monitors that will be built and launched under the 3.786-billion-euro ($5.19-billion) Copernicus project, a joint undertaking of ESA and the European Union (EU). Sentinel-1A separated from the rocket's upper stage 23 minutes and 24 seconds after launch. It will be followed by a partner, Sentinel-1B, due to be launched towards the end of next year.

Operating 180 degrees apart, at an altitude of about 700 kilometres (435 miles), between them the pair will be able to take a radar picture of anywhere on Earth within six days. Radar scanning has a range of uses, from spotting icebergs and oil slicks to detecting rogue logging and ground subsidence. The data will be widely accessible to the public, and is likely to have uses that go beyond the environment, such as in construction and transport.

By mapping areas stricken by flood or earthquake, the monitors will also be able to help emergency teams identify the worst-hit areas and locate roads, railway lines and bridges that are still passable, ESA says. The others in the series are Sentinel-2, which will deliver high-resolution optical images of forests and land use; Sentinel-3, providing ocean and land data; and Sentinels 4 and 5, which will monitor Earth's atmospheric composition—the basic component in fine-tuning understanding about greenhouse gases.

The goldmine of data expected to be thrown up by the satellite constellation will be more accessible to the public than any previous Earth-monitoring programme. The potential applications go beyond stewardship of the environment. They could help shipping firms, farmers and construction companies, too. "Copernicus is the most ambitious Earth observation programme to date," ESA said.

"It will provide accurate, timely and easily accessible information to improve the management of the environment, understand and mitigate the effects of climate change and ensure civil security." Copernicus replaces Envisat, one of the most successful environmental satellites in space history, whose mission ended in 2012. It was named last year in honour of the 16th-century Polish astronomer who determined that the Earth orbited the Sun, and not the other way round, as convention had it at the time. Global disasters cause losses of $140bn

Zurich - Natural and man-made disasters caused $140bn of damage worldwide last year, according to a study released on Wednesday by reinsurance group Swiss Re.

In its annual survey of disaster damage, Swiss Re noted that the loss total was down from the $196bn recorded in 2012, the year that Hurricane Sandy battered the United States.

Of the $140bn recorded in 2013, insured losses accounted for $45bn.

The most expensive disaster for insurers was the massive flooding in central and eastern Europe in May and June last year, with Germany, the Czech Republic, Hungary and Poland hardest hit.

Total economic losses in the floods hit $16.5bn, of which $4.1bn was covered by insurers.

In July, parts of France and Germany were struck by severe hailstorms, causing economic losses of $4.8bn.
The damage in Germany alone generated most of the entire insured loss of $3.8bn - the largest ever figure for a hailstorm worldwide, Swiss Re said.

Floods in Canada in June caused losses of $4.7bn, of which $1.9bn was insured.

The next costliest disaster for the insurance sector was the wave of thunderstorms and tornadoes in the United States - including a freak twister in Oklahoma - which left insured losses of $1.8bn and inflicted $3.0bn in overall economic damage.

Poor nations bear the brunt

While rich countries saw the most expensive single disasters in terms of insurance claims - the norm, given their wealthier economies and extensive insurance penetration - it was the developing world that continued to bear the brunt of lives lost and overall economic damage.

The vast majority of the 26 000 disaster deaths last year - up from 14 000 in 2012 - were in developing nations.

Asia, where like other poor regions only a small percentage of the population has insurance, was hardest hit.
Typhoon Haiyan in the Philippines in November brought some of the strongest winds ever recorded, coupled with heavy rains and strom surges.

Some 7 500 died or went missing, and over 4 million were left homeless.

Haiyan inflicted $12.5bn in economic damage, of which insured losses represented just $1.5bn, Swiss Re said.

The second biggest humanitarian disaster was the June flooding in India, which claimed 6 000 lives. It did not make it into Swiss Re's top ten table of economic losses and insured damage.

Thousands of lives were saved when Cyclone Phailin made landfall in India in October, Swiss Re underlined, hailing the country's effective risk reduction programme which included a pre-planned evacuation drive.
But with Phailin destroying some 100 000 homes and more than 1.3 million hectares of farmland, total economic losses were $4.5bn, of which just a tiny proportion was insured.

Swiss Re said the insurance industry needed to rethink how it could help the wider world deal with the fallout of disasters.

"The protection gap, the difference between total losses and insured losses, has progressively widened over the last 40 years," it said.

"Disaster events continue to generate increasingly total losses alongside ongoing economic development, population growth and urbanization," it added.

It also echoed concerns that climate change driven by emissions of heat-trapping greenhouse gases was expected to lead to more frequent and severe extreme weather.

Cape Town: Residents do not have to be alarmed by Koeberg siren tests

A full volume siren test of the Koeberg Nuclear Power Station’s Public Warning System will be conducted on Wednesday 5 March 2014 between 10:00 and 12:00. The sirens form part of the Koeberg Emergency Plan. The tests will be conducted in Atlantis, Duynefontein, Melkbosstrand, Van Riebeeckstrand, Philadelphia, Bloubergstrand, Bloubergrandt, West Beach, Sunningdale, Parklands, Robben Island and the farms surrounding the Koeberg Nuclear Power Station.

If necessary, individual sirens may be re-tested on Thursday 6 March and Friday 7 March for maintenance purposes. The City will also do the necessary testing from the Disaster Risk Management Centre in Goodwood as part of its mandate to ensure public protective actions in a case of a nuclear emergency arising from the Koeberg Nuclear Power Station.

Wilfred Solomons Johannes, the City of Cape Town’s acting head for the Disaster Operations Centre, said the tests are part of a routine inspection to ensure that all the sirens are in working condition. ‘Residents do not have; to panic this is only a test. We ask the community to ensure that their pets are indoors or are in an area where they cannot escape.

Due to the volume and the sound of the wailing test tone, dogs have been known to run away from their homes. Residents also need to switch off their radio and televisions in order to hear the Public Address announcements informing them about the test,’ said Solomons-Johannes.

Making Sense of Nepal’s Seti River Disaster


The first sign of trouble for residents along the upper Seti River in Nepal was the water. In late April and early May 2012, what was usually a roaring river had slowed to a trickle. And the milky-white water—colored by rock flour from glaciers upstream in the Sabche Cirque—had turned blue and clear.

Residents regarded the river changes as bizarre, but nobody connected the slowdown to anything dangerous upstream. So it came as a surprise when a slurry of sediment, rock, and water suddenly surged through the valley on May 5, 2012, obliterating dozens of homes and sweeping 72 people to their deaths. In the chaotic aftermath of the flood, questions swirled about where the water had come from and how it had arrived with so little warning.

Had a natural dam formed and then abruptly burst? Had debris from a rockslide dammed the Seti into a glacial lake and then failed? Had water long trapped in subterranean caves found its way out? Did an avalanche high on Annapurna triggered the deluge? “There were all sorts of theories in the beginning, but they were mostly speculation,” said Jeffrey Kargel, a University of Arizona hydrologist who has been studying the disaster. “We didn’t have hard data from the field that could prove or disprove most of them.”

Now they have that data. Twenty months after the disaster, experts like Kargel have made enough observations in the field, conducted enough tests in the lab, and analyzed enough satellite data to say quite definitely what happened. He has concluded that it was not just one event but a series of them that combined to produce the devastation.

It began weeks before the flood with a series of rockfalls that sent debris tumbling into the Seti River, backing water up in the extremely deep and narrow gorge. The last of these landslides occurred just a week or so before the flood. The situation grew dire on May 5, 2012, when an unusually powerful ice avalanche and rockfall tumbled down a vertical cliff on a ridge just south of Annapurna IV. The total drop from the Annapurna IV ridgeline to the bed of the Seti is about 6,100 meters (20,000 feet) spread over a distance of only 40 kilometers (25 miles)—more relief than anywhere in the continental United States.

“You can imagine what an enormous amount of force accompanied the avalanche,” said Kargel. “It was so powerful that huge amounts of snow melted due to the friction, and it produced a blast of hurricane-force winds that flattened old-growth forests near the Seti River Gorge.” As the force of the avalanche and winds poured into the gorge, it overwhelmed the natural dam created by the earlier rockslides. The dam burst and sent a surge of pent up water and avalanche debris rushing downstream.

Evidence of the massive rockfall and avalanche was still visible on December 22, 2013, when an astronaut on the International Space Station snapped a photograph (top) showing debris still coating the slopes below Annapurna IV. Next to the snow-covered slopes of the cirque, the debris-covered surfaces appear tan. The second image, a photograph by Kargel, shows the vertical cliff where the avalanche began.

Kargel’s research group has taken four separate trips to the area since 2012. In the process of piecing together how the disaster occurred, the team also analyzed whether a similar event could occur in the future. “There are good reasons to be concerned,” he said. “Something like this will happen again. It’s inevitable.”

His rationale? The Seti River Gorge is unusually prone to dangerous blockages because of how narrow and deep it is. And the same processes that triggered the spring 2012 rockfalls and avalanche are still at work. “The only question is whether future events will be as destructive or whether people in the Seti River Valley will have absorbed the lessons of 2012 and found ways to move their homes out of the flood plain.”

Droogte: Noodroep vir voer

SUID-KAAP LANDBOU NUUS - Boere wat voer kan skenk om mede-boere in die droogtegeteisterde gebiede van die land Noordwes te help oorleef, moet dringend na vore kom.

Voer bestem vir Noordwes, sal met vragmotors vervoer word totdat ‘n gratis treindiens hopelik voor die einde van die maand voer na Noordwes, die Noord-Kaap en die Vrystaat sal vervoer.

“Ons kan nie wag vir die trein nie,” het Boeta du Toit, voorsitter van Agri Noordwes, vroeër die week gesê. “Die situasie is benard. Elke vrag hoë-waarde voer ry ons aan solank ons geld het vir vervoer.”

Sedert Desember is sowat 150 ton lusern vanuit die Klein Karoo per vragmotor na Noordwes se droogterampgebiede vervoer waar dit aan boere uitgedeel is. Die vragmotorvervoer word befonds uit skenkings wat Noordwes van die publiek af kry.

Die uitgestrekte Noordkaap is in Desember 2013 as droogterampgebied verklaar. Volgens Johan van Rensburg, bestuurder van Agri Noord-Kaap, is die voortslepende droogte volgens opgetekende reënvalsyfers vergelykbaar met die droogte van 1932/33.

“Dit het op plekke gereën, maar vee- en wildboere in die gebied suid van die Oranjerivier word die ergste geraak,” het hy gesê. Lusern kos tot R2000 per ton. Melkboere kry ook swaar.

In sowat 20 distrikte in veral die westelike- en suidelike Vrystaat het die droogte rampafmetings aangeneem, het Henk Vermeulen, bestuurder van Agri Vrystaat, gesê.

Transnet het ‘n treindiens beskikbaar gestel vir vervoer vanaf die Wes-Kaap na die droogtegebiede. “Sodra ons weet hoeveel voer uit die verskillende gebiede geskenk word, kan Transnet bereken hoeveel trokke by elke oplaaipunt verskaf moet word,” het Johan Coetzee, kantoorhoof van Gerrit van Rensburg, Wes-Kaapse minister van landbou, gesê.

Boere in die Overberg-distrik kan hul geskenkte voer besorg by Rietpoel-stasie naby Caledon, terwyl boere in die Langeberg-gebied hul voer by Swellendam-stasie kan besorg.

Boere in Eden kan hul geskenkte voer by Camfer-stasie op Herold besorg. “Ons sal help om die voer op die trokke te laai,” het Jan Weys, hoofbestuurder van Tuinroete Agri.

Volgens Carl Opperman van Agri Wes-Kaap, wat die voerhulp koordineer, is alle voer en voerreste is welkom.

Mossel Bay (Southern Cape) now has its own Private Weather- , Search & Rescue and Disaster Network installed - 1 December 2013

Mossel Bay now has its own Private Search & Rescue-, Weather- and Disaster Network/System installed and activated. The network will be expanded later to include various areas of the Southern Cape.

The Network/System is based on the Automatic Packet Reporting System (APRS) for real time tactical digital communications of information of immediate value in the local area of Mossel Bay. In addition, all such data is ingested into the APRS Internet System (APRS-IS) and distributed globally for ubiquitous and immediate access. Along with messages, alerts, announcements and bulletins, the most visible aspect of APRS is its map display. Object or information can be placed on the map, and it is distributed to all maps of all users in the local RF network or monitoring the area via the Internet or Search and Rescue Network. Any station, radio or object that has an attached GPS is automatically tracked. Other prominent map features are weather stations, alerts and objects and other map-related volunteer activities including Search and Rescue, Disaster Information and signal direction finding.

APRS (Automatic Packet Reporting System), is a digital communications protocol for exchanging information among a large number of stations covering a large (local) area, often referred to as "ey-pers". As a multi-user data network, it is quite different from conventional packet radio. Rather than using connected data streams where stations connect to each other and packets are acknowledged and retransmitted if lost, APRS operates entirely in an unconnected broadcast fashion, using unnumbered AX.25 frames. APRS packets are transmitted for all other stations to hear and use. Packet repeaters, called digipeaters, form the backbone of the APRS system, and use store and forward technology to retransmit packets. All stations operate on the same radio channel, and packets move through the network from digipeater to digipeater, propagating outward from their point of origin. All stations within radio range of each digipeater receive the packet. At each digipeater, the packet path is changed. The packet will only be repeated through a certain number of digipeaters -or hops- depending upon the all important "PATH" setting. Digipeaters keep track of the packets they forward for a period of time, thus preventing duplicate packets from being retransmitted. This keeps packets from circulating in endless loops inside the ad-hoc network. Eventually most packets are heard by an APRS Internet Gateway, called an IGate, and the packets are routed on to the Internet APRS backbone (where duplicate packets heard by other IGates are discarded) for display or analysis by other users connected to an APRS-IS server, or on a website designed for the purpose. While it would seem that using unconnected and unnumbered packets without acknowledgment and retransmission on a shared and sometimes congested channel would result in poor reliability due to a packet being lost, this is not the case due to the fact that the packets are transmitted (broadcast) to everyone, and multiplied many times over by each digipeater. This means that all digipeaters and stations in range get a copy, and then proceed to broadcast it to all other digipeaters and stations within their range. The end result is that packets are multiplied more than they are lost. Therefore, packets can sometimes be heard some distance from the originating station. Packets can be digipeated tens of kilometers or even hundreds of kilometers depending on the height and range of the digipeaters in the area. When a packet is transmitted, it is duplicated many times as it radiates out, taking all available paths simultaneously, until the number of "hops" allowed by the path setting is consumed. APRS contains a number of packet types including position/object/item, status, messages, queries, weather reports and telemetry. The position/object/item packets contain the latitude and longitude, and a symbol to be displayed on the map, and have many optional fields for altitude, course, speed, radiated power, antenna height above average terrain, antenna gain, and voice operating frequency. Positions of fixed stations are configured in the APRS software. Moving stations (portable or mobile) automatically derive their position information from a GPS receiver connected to the APRS equipment. The map display uses these fields to plot communication range of all participants and facilitate the ability to contact users during both routine and emergency situations. Each position/object/item packet can use any of several hundred different symbols. Position/objects/items can also contain weather information or can be any number of dozens of standardised weather symbols.

Each symbol on an APRS map can display many attributes discriminated either by colour or other technique. These attributes are:

  • Moving or fixed 
  • Dead-Reckoned or old 
  • Message capable or not 
  • Station, object or item 
  • Own object/item or other station object/item 
  • Emergency, priority, or special 

In its simplest implementation, APRS is used to transmit real-time data, information and reports of the exact location of a person or object via a data signal sent over amateur radio frequencies. In addition to real-time position reporting capabilities using attached Global Positioning System receivers, APRS is also capable of transmitting a wide variety of data, including weather reports, short text messages, radio direction finding bearings, telemetry data, short e-mail messages (send only) and storm forecasts. Once transmitted, these reports can be combined with a computer and mapping software to show the transmitted data superimposed with great precision upon a map display. While the map plotting is the most visible feature of APRS, the text messaging capabilities and local information distribution capabilities combined with the robust network should not be overlooked; Parts of South Africa has a network of APRS stations to allow text messaging between stations in the event of the failure of conventional communications.

APRS is not a vehicle tracking system. It is a two-way tactical real-time digital communications system between all assets in a network sharing information about everything going on in the local area. It means if something is happening now, or there is information that could be valuable to you, then it should show up on your APRS computer, cellphone and VHF radio in your vehicle.

Enough of the technical detail....what does the Mossel Bay network look like and how does it function.  Currently I have setup a Internet Gateway (IGATE) and Digipeater (Digi) in Heiderand, Mossel Bay with the ID of ZS1I-10 . The Mossel Bay Internet Gateway (ZS1I-10) relay all South African APRS data (RF and Internet APRS Backbone) to and from the host server (APRS-ZA hosted by Hennie ZS6EY) in Johannesburg.


The Mossel Bay Igate and Digi consists of the following equipment:

3.  ZS1I Soundcard Interface
4.  1  x AEA Packratt PK232 Modem (HF + VHF Radio ports.)

8.  1 x Kenwood HF Radio  (Connecting to HF Igates if the Internet is down.)

There are several websites that display information from APRS-IS in real time, the best being aprs.fi



The maps shown above is embedded from aprs.fi. It shows a view of  the Mossel Bay Area. As it is a live map, what you will see will depend on when you are looking at it, but during the daytime there are usually at least a couple of mobiles driving around (shown by a red car symbol) whose positions are shown on the map. You can also see digipeaters and gateways, shown by a  black or green icon. The red dots on a vehicle's track are the waypoints that were transmitted by the radios in the vehicles. If you point at the dots with your mouse, a line will be drawn connecting the waypoint with the gateway that received it and sent the report to APRS-IS.

The symbol WX in a blue circle is a weather station. Click on these and you will see the latest weather report. Some of the weather stations are operated by radio amateurs, and may use RF to send their data to the system. Others are not. They use APRS but report over a separate network and are never transmitted on RF. When viewing coastal locations at aprs.fi you may also see the positions of ships, which are also reported via their own network.

Other symbols you may see on the map are generated by amateur APRS users using their client software. You might see a repeater, shown by a blue antenna tower symbol. Some amateur - perhaps a repeater group member - has taken the initiative to create that object.

3.  The Southern Cape APRS map will open.  It it does not open just type in ZS1I-10 in the Track Callsign in the search block.  Press enter and it should open the Mossel Bay Map.  You can zoom in and out as you like with the + and - slider of simply scroll with your mouse.
4.  To view detail of a station or object left click on the icon.  Further information will be provided.

There are many ways to get involved with APRS. You need a amateur radio license to transmit any information on APRS. However if you just want to follow (receive) stations and objects you can use APRS FI for this purpose.

There are several APRS software packages. For many years the most popular program for Windows PCs was one called UI-View. However, that program has not been developed for many years as its author G4IDE died a few years ago. It is time for something new and I chose a program called SARTrack. (Search and Rescue Radio Tracking) The International BETA version is now available, and it is FREE!  
Now with many different Maps (available off-line after initial download) including Topographical and satellite maps and Canada Toporama, all amateur radio APRS functions, and many extra SAR features, including an advanced Operations Log with 3 differerent displays.


SARTrack is based on an ‘un-docked’  window system, that is, all windows are separate,  and can be moved anywhere independently.  The primary reason for this design was to enable the use of multi-monitor systems, in particular the use of a video projector displaying the Map, while other windows could stay on the laptop screen.

A single small Main Menu window from which all primary windows can be started stays on-top at all times.
Each window has its own basic settings,  which means the User will not be subjected to a main window overloaded with settings and icons, which is unfortunately becoming very common.
For example, the Map window will have most settings needed for that window, while the SAR Log window will only have settings required for that window.

All effort has been made to made to keep the program as easy to use as possible, while only showing the user only what he or she needs to see.
When the original New Zealand version became an International version, intended for both Search and Rescue and Amateur Radio operators, an option was added in the main Setup to switch between SAR and HAM operation.

When SAR is selected, the SAR Log system becomes available, and various other settings in the program appear or disappear.
SARTrack now makes heavily use of OSM (OpenStreetMap) compatible Online servers for the Maps. These maps, based on a system of small Map Tiles, can then be saved for off-line use during SAR operations in the field. This off-line use saving of Tiles is not allowed when using Google Maps or other commercial Map systems.

As of February 2013 SARTrack has the following basic features:

- A primary Map window for all OSM-compatible  and Local Maps, with many Maps including Topographical maps for Canada and the USA, and Topographical maps for the rest of the world.
- Transparent Overlays are possible, and a User configurable file for OSM servers is included.
- A Google Map window which can be synched   with the primary map (but on-line only)
- A New Zealand Topographical off-line Map system (3 Gigabyte download required)
- A full APRS system, including an advanced APRS Message system, Stations, Objects, etc.
- Selectable overlays on the Maps, like Map outlines, Grid, Radio-Range, etc.
- Warning when Stations (Trackers) time out, and warnings when Priority beacons (from Trackers) are received.
- A Replay system, which makes it possible to replay an entire day of a SAR Operation, including the Tracks, Messages and the SAR Log, with a timer window showing when it all happened.
- The SAR Log can be exported in a delimited form.
- There are many more features in the program, to discover it all, download and install the software, if is free.

SARTrack is completely stand-alone, runs on Windows 2000 and higher, does not use any libraries,  does not use .NET, does not use the Windows Registry, does not load any things on Windows start-up.

Updates will be checked for once a day, only when SARTrack is started.

These where the original requirements when we started in 2006 and most are implemented:



  • To be able to track up to many stations, and to display them on a topographical map.
  • All Map data to be locally available on the laptop (no Internet required).
  • Every station (tracker) to get a Tactical callsign, separate colour track, Icon, customizable Screen label.
  • Screen Labels to show (selectable): Tactical callsign, Coordinates, Speed, Altitude, Course
  • Screen Labels to change color if the station has timed out, or has send a Priority message.
  • Warning systems to show stations loss of signal, and Priority Warning with screen and Audio signal and selectable Message.
  • A Priority Icon to show on the map when priority signal received. Also automatic log entry.
  • Event Log (Running Log) system, which enables the operators to enter Log entries with pull-down lists for all active stations. Automatic Log entry in case of Priority Signal received, or loss of signal, and when Icon Markers are added by the operators. The Log can be added to from multiple computers, both locally and remote. The Radio operator can enter Log entries which will then show up on the Controller PC, and any other PC's active on the search.
  • Option to print out Log entries and messages on the local printer (on an entry-by-entry basis).
  • Capability for operators to add special Marker Icons on the map, with detailed data attached to it, including documents and pictures.
  • Capability to draw search areas on the map and share with other computers.
  • Dual Screen capability, where the Map screen can be displayed on a separate monitor or video projector, while all operational displays are on the laptop screen.
  • Capability to network several computers and share all data, so a radio operator can enter Log entries and view location of stations, and the operations team view the map and operate another laptop in the operations room.
  • Capability to connect to an Igate server via the Internet, if available, to share all Tracking data with computers across South Africa
  • A messaging system which enable all computers to communicate encrypted text messages with each other, even if only connected by radio.
  • A 'Text Message' system which enables Radio based computers to send one-line emails and TXT messages to mobile phones.
  • All data, tracking information, events, log entries etc. to be stored immediately and permanently on all connected computers.
  • Capability to re-play the entire Search on the screen.
  • To print out the Log system and tracking maps at the end of the search.
Furthermore, the program must be
  • Extremely easy to use, following all standard Windows conventions, such as dragging the Map by left-mouse down and drag, zooming in and out with the mouse-wheel, right-clicking on Icons on the screen and get a pop-up menu with all options, etc.
  • As many functions as possible should be automated.
  • No requirement to use the more advanced functions; the program should work and start tracking right after startup.
At the time of writing (Updated February 2013), most of the above functions have now been incorporated in the program, and the program is at Beta level.

The way Land Search and Rescue has worked, and it still working, is based on paper maps, the compass, and in later years, radios and even portable GPS units. Search teams take a topographical map with them, and on a regular basis need to stop, try to find their own position on the map, using compass, local features, and then radio his information back to the operations center. Lately, some teams carry portable GPS units with them, but they then have to try to extract the right digits and transmit these back to base over the hand held radio.

At the operations center, the radio operator writes this down, and passes it on to the controller, who then has to locate the position on their own paper map, and mark it. This system is extremely tedious, time consuming, clogs up the radio channel, and prone to error.

Now imagine a system where the location of all search teams shows up live on a computer screen, or a video projection, overlaid on a digital topographical map. Not only the team's current location, but with multi coloured tracks, an arrow in which direction the team travels, and a label with additional information like altitude, speed and the coordinates in either 'GPS' or SA Grid format. Not only the position of the teams in the terrain is clear, but also the relative position to each other can be seen with a single glance at the screen.

A search area can be drawn on the screen, and special Icons, with detailed information attached, can be added. It is immediately clear if areas have been covered, or missed in the search. If a team finds a person, or if they run into trouble themselves, they can trigger a Priority Message, which will cause an visual and audio alarm to go off, and a special Priority Icon will show up on the screen at that location. Other teams can then immediately be dispatched to that location, and directions can be given to them by the controller, who can see, live, where all teams are. If a team takes off in the wrong direction, or into the wrong valley, this can be immediately corrected by the controller. So, this system works exactly opposite as the current situation. It is not a question that the teams try to give their location to the controller.

The controller knows where the teams are, and he can tell the teams where they are, and where he/she wants them to go, which is the way it should be. As described on the Software page, many other features are available in the SARTrack program, all especially designed for SAR use. Other tracking systems There are other tracking systems available, based on a satellite link, or a cellular connection. These systems work well for the purpose for which they are designed. Systems designed to work over the cellular network, only work when you have cellular coverage. This is often not the case in many search areas, and especially not when teams disappear in dense forest of deep gullies or valleys. It is unsuitable for SAR use.

There are two basic satellite tracking systems. One uses a Geo-stationary satellite. This satellite is in a 40,000 Km orbit above the earth, at a 'fixed' position. Any object between the tracker and the satellite , including the person's head or body, will cause the signal to be blocked. The other system is the use of either the GlobalStar or Iridium networks. These satellites orbit the earth at several hundred kilometers. While the Tracker units currently available have certainly improved in size and weight, they are in our opinion still not suitable for use by a person walking bush with a backpack.

These units need to have a clear view of the sky to get proper connection to the satellite, any object like trees, and worse deep gullies will cause loss of signal. Even the head or body of the wearer will block the signal. Also, the cost of these systems is high. The Trackers are not cheap, and the operating costs can be high. In the APRS system as we are currently using it, all trackers transmit a location every 30 seconds. This would become very expensive if 15 teams with 15 satellite trackers would be in the field for days at the time. The SARTrack system use is free. Then there is the problem of the downlink.

Almost all satellite tracking systems advertised at the moment, are based on the signal being received somewhere in the world (and not necessarily in South Africa) by a satellite ground station. It then uses the Internet to get the data to a server, owned by the company who sells the trackers. Then, special software running on the user's computer logs onto this server, and then shows the received data on the screen... But only if the end-user has Internet access!

 If the forward field base has no Internet connection, the system cannot be used. Satellite trackers can be an excellent choice for vehicles, boats and aircraft, who generally have a clear view of the sky, can use a high-gain antenna and have the battery power to spare. The data will be forwarded to a permanent operations center with permanent Internet access. But for teams tramping in the bush, with often a forward field base also in the bush, these systems are, in our opinion, not suitable. Also, software especially designed with special features for Search and Rescue is not available.

The SARTrack system consists of a case with Trackers, a couple of small portable Digipeaters, and a laptop with a hand held radio attached to it. The whole system can be quickly set up in any remote location, and is completely independent of outside communication systems. If the portable repeaters can access a permanent repeater and get connection with the outside world, more options open up, but it is not required. Okay quite a mouth full but as can be seen this software is in my opinion well suited for a wide variety of uses in the Southern Cape.

In Summary: APRS provides situational awareness to all operators of everything that is going on in his local area, whether it be MSBWX Weather reporting, traveler info, Direction Finding, objects pointing to ECHOlink and IRLP, or Traffic reporting, Disaster-  and emergency response. All of this while providing not only instantaneous operator-to-operator keyboard messaging capability for special events, but also an always-on Voice Alert backchannel between mobiles in simplex range. Think of APRS as a signalling channel/news channel to reveal ALL resources and live activities that are in range of the operator at any instant in time.

I would like to invite radio amateurs in the Southern Cape to join the Mossel Bay APRS network on 144.800 Mhz FM and the general public to monitor Mossel Bay APRS activity on APRS.FI.
